In mid-May 2021, local cases started reappearing. Since then, the government, as well as the people, have been on high alert, and a nationwide level 3 restriction was imposed. Right now, wearing masks is mandatory once a person ventures out. Gatherings of more than 5 people are prohibited; non-essential businesses are closed, and unnecessary travel is strongly advised against. Events are either canceled or postponed. Workplaces and venues that remain open must abide by epidemic prevention requirements, and implement crowd control and hygiene management. Most of the productions have been put on hold or postponed. | |

ordan (RFC) issued guidelines for the audio-visual sector detailing safety and precautionary measures to limit the spread of the Corona virus (COVID-19) for filming in Jordan. These guidelines aim to secure a safe working environment for local and foreign productions filming in the country during and after the COVID-19 pandemic. The guidelines are officially posted on the Ministry of Labor’s website on 15th June 2020.
The RFC has conducted an extensive study on international procedures implemented in the audio-visual sector, during the current global health situation. The results of the study were reflected in a series of protocols and guidelines to regulate the work of local and foreign productions, allowed to shoot in the Kingdom. All necessary preventive measures were approved by the Jordanian Ministries of Health and Labor.
The guidelines detail a set of mandatory requirements, including: conducting tests, maintaining social distance, minimizing the number of people on set, organizing arrivals and entry to set, providing suitable accommodation for film crews, in addition to optimizing hygiene and cleaning requirements as well as practicing precautionary measures such as wearing masks and emergency procedures. It is also required that crew members undertake a health and safety awareness training prior to their shoot. Productions are obligated to assign a health and safety supervisor - accredited by the Ministry of Labor - in order to monitor the implementation of the required procedures.
Mohannad Al-Bakri, the RFC’s Managing Director, commented: “In the past few months, we have exerted great efforts to develop a system of protocols and procedures in order to resume the audio-visual activity in the Kingdom. While we strive to restore filming in Jordan, both locally and internationally, because of its vital economic impact, we are fully committed to adhere to public safety measures.” He added: “Our work goes in line with the success achieved by the Governmental measures, which have reduced the number of infections and contaminated areas within the country. We look forward to resuming productions, including foreign ones.”
In the past last three months, six TV and cinema projects were completed; while four Jordanian productions are currently being shot, in addition to a number of commercials and documentaries. These projects had committed in writing to follow the Government’s safety instructions.
Foreign crews will follow the country’s decisions regarding air travel as well as regulations for entering the Kingdom. The guidelines include recommendation for international productions planning to film in Jordan. Beginning of July, Jordan will welcome again a big Korean production, which had suspended its activities with the global outbreak of the pandemic. The production shall resume its filming while abiding by all required safety measures.
It is worth mentioning that eligible productions filming in Jordan can benefit from a cash rebate ranging between 10% and 25%, in addition to tax and customs duties exemptions. For more information, please write to: filminjordan@film.jo

Is there currently a government mandate shutting down production in your jurisdiction?
No
Are there travel restrictions coming into the country?
There are no travel restrictions coming in South Korea yet. However, the Special Entry Procedure is applied to all travelers entering Korea from abroad, regardless of nationality, in an effort to prevent the further inflow of COVID-19.
The Special Entry Procedure requires inbound travelers to undergo fever checks and submit the Health Declaration and the Travel Record Declaration when they arrive at the entry hall of an international airport. Travelers need to provide their contact information and address in Korea in the Travel Record Declaration. Korean Immigration officials check, on-site, whether the travelers can be reached via the phone number provided. Entry will be denied if they do not provide a reachable phone number.
In addition, in-bound travelers are required to install the Self Diagnosis App on their smartphones and report their health status every day through the app for 14 days.
To minimize congestion at the arriving airport in Korea, the Consulate recommends all passengers who are going to travel to Korea install the App before they arrive.
Are there travel restrictions within your jurisdiction?
No
Are there limits on the number of people who can congregate/work in one place?
No. However, South Korea began implementing stricter rules on social distancing on 22 March to slow the coronavirus pandemic.
Citizens are strongly urged to stay at home, except for essential needs or jobs, with the government also restricting religious gatherings, indoor sports activities and attendance at entertainment facilities.
The rules for the 2-week social distancing campaign are as follows.
- Refrain from going outdoors and avoid physical contact with others.
- Keep in touch with people by using social media measures instead of meeting them personally.
- Keep your personal hygiene by washing your hands and wearing a mask
- Keep a distance of 2m from others
Are you aware of any locations temporarily shut down to filming (if production is shut down, you need not answer this question).
From January, all subway stations, public offices such as police stations, all hospitals and Hang Gang River Park in Seoul were closed to filming.

The new special government restrictions that have been updated almost on a weekly basis since mid September do not constrain audiovisual production based on these facts:
✔️ filming is an economic activity (the restriction does not apply to the performance of a business or other similar activity),
✔️ filming is not an assembly according to Act No. 84/1990 on the right to assemble,
✔️ filming is not a cultural event or a leisure-time activity,
✔️ face masks for performers are not required (as per the exception for individuals carrying out a performance, lecturers, and individuals participating in the creation and production of audiovisual works or shows).
Thus, even these latest crisis measures do not change the current procedures for shooting. The Czech productions strictly follow the health and safety self-regulatory guidelines: https://bit.ly/3meVFHY.

The film production in Poland will be resumed with safety precautions from 18th May. On resuming film sets it is recommended that all team members work in facemasks, as long as this does not prevent them from effectively performing their tasks and duties. Exceptions include actors due to their characterization and hairstyles - in this case, it is recommended that they maintain distance from other crew members. It is also recommended to limit the number of people on the set depending on the nature of the shooting day and to arrange the crew in such a way as not to create larger clusters, for example by separating particular zones.
The more detailed safety guidelines will be published soon, please follow the website of the Polish Film Institute, the main funding body in the country, for updates: www.pisf.pl
Also drive-in and outdoor cinemas can operate from 18th of May while maintaining social distance. Regular cinemas remain closed.
Restrictions still in place:
- international flights: suspended until 23rd May
- international rail: suspended until further notice
- ban on gatherings and events: until further notice
* excluding workplace, however, employees will have to provide additional security measures to their employees
- obligation to cover the mouth and nose in public places: until further notice
- when outside 2 meters is a minimum distance between pedestrians: until further notice
- crossing Polish borders by foreigners: suspended until 12th June, cargo transport operates as usual.

Artists have been given an exception from wearing masks - as of May 11th, 2020 the film production can continue.
New regulations of the Public Health Authority regarding wearing face-masks for performing artists:
Artists have been given an exception from wearing masks. They do not have to wear them while recording an audiovisual piece or when producing a programme, and when performing. It is necessary to observe certain measures, though. This includes:
having a negative PCR test for the coronavirus that is no older than four days, and if the performance continues, having the same test done once every 14 days;
keeping at least 2-metre distance between artists and other people present; the distance does not have to be kept between artists;
ensure hand disinfection for artists and other people present during the artistic activity;
ensure the regular disinfection of the premises where the artistic activity is performed and, if held indoors, ensure regular ventilation;
prevent people with a body temperature higher than 37 degrees Celsius or other coronavirus symptoms from entering the premises.
The costs incurred and covered in connection with the respective regulations of the Public Health Authority will be considered eligible costs within the realization of projects by Audiovisual Fund.

While the country is in lockdown, our office continues to work and is ready to assist you:
-
Our incentives programme is running without interruptionand we encourage the producers to keep on registering upcoming projects as the Slovak Audiovisual Fund continues to accept the applications,
-
Cash rebate is being paid without any delays,
-
Slovak Audiovisual Fund does not foresee lowering the cash rebate in any near future which was also confirmed in the new government's program statement which emphasized the need to continue attracting foreign film investors to film in Slovakia,
-
Our location managers are ready to offer online location scoutingso you can continue or start your preparations for your films, TV series or commercials!
Don’t wait until the borders will be open again and register for the 33% cash rebate on expenses spent on film or TV production in Slovakia.
There was declared the state of emergency in Slovakia on March 11th and strict measures were taken to avoid the spread of COVID-19. However, filming is not banned, so after the government introduced a plan for lifting the lock down, filmmakers have started filming smaller projects and preparing for the bigger ones under strict hygienic restrictions (wearing protective face masks on set, hand disinfection, social distancing between the crew memebers, disinfection of the set and equipment, etc.).
We believe that thanks to a good response to the applied rules and good health care in Slovakia, we will be able to continue controlling the virus and thus getting back to normal sooner than expected. We are looking forward welcoming you back to Slovakia with your exciting projects very soon!

Large gatherings are either prohibited or restricted.
Are you aware of any locations temporarily shut down to filming?
No shooting permits will be issued while the state of emergency is in place.
Additional Information
In response to the rapidly evolving events surrounding COVID-19, the President of the Dominican Republic has issued a statement declaring a national state of emergency, prohibiting all activities except those that are regarded as essential needs, this includes shoots of any audiovisual projects. We are all living a worldwide situation where the lives and the health of everyone are of utmost importance to us here at the Dominican Republic Film Commission.
The DR Film Commission has issued a statement in which we order the suspension of all filming activities, going into effect on March 19 until April 3 (tentatively, as we see how this situation progresses). In the current state of emergency, it is impossible to guarantee that there will be absolute isolation and no contact in an audiovisual project in order to avoid the spread of COVID-19, which generates a risk for cast, crew and service providers.
The Dominican Republic Film Commission does not authorize the continuation of any shoots at this moment; our country is in a national state of emergency as declared by our President, Danilo Medina. We are facing a global health urgency situation, yet following the new government measures announced this week – and in times of such unprecedented uncertainty – this is now our only viable option. Clearly, this is not a course of action we had hoped to take and we apologize for this disruptions.
We take the health and safety of both our local and international cast and crew very seriously and we are taking preventative steps to ensure the wellbeing of all those who make up the film industry. We all must remain alert and secluded until the current situation is under control and we can resume all the audiovisual shoots when our local authorities indicate us to do so. Until then, please stay safe.
Kindest Regards,
Yvette Marichal

1. Resumption of long form film and television production -
On May 11th, Massachusetts Governor Charlie Baker announced a four- phase approach to reopening Massachusetts. Under this framework, certain Industries will be allowed to reopen in phases following the mandatory statewide stay-at-home order expires May 18th (date is subject to change.) The MA Reopening Advisory Committee is currently working on Sector Specific Protocols, expected to roll out by or on May 18th, which will help inform industries of the phase in which they may, with strict guidelines, resume operations.2.Resumption of international flights to your country-
The federal government has not established when international flights between countries will resume. Please check with State Department for specific travel advisories. In regards to Massachusetts travel, as of March 27, 2020 visitors are instructed to not travel to Massachusetts if displaying or experiencing symptoms of COVID-19. Additionally, all travelers arriving in Massachusetts are instructed to self-quarantine for 14 days. Health care workers, public health workers, public safety workers, transportation workers and designated essential workers are exempt from this requirement. For additional traveler information for Massachusetts, visit Massport Traveler Advisory Regarding COVID- https://www.massport.com/massport/media/newsroom/ traveler-advisory-regarding- covid-19/ 3. Governor Whitmer’s MI Safe Start Plan is a multi-phased effort designed to re-engage Michigan’s economy. As we continue to make progress in the fight against COVID-19, we have reached the phase where advisory work groups are being formed to develop protocols for re-opening businesses in a conscience and safe manner. The tourism industry is very diverse, and in an effort to expeditiously move through this process, the industry has been broken up into 8 different subgroups; Attractions, Casinos, Tours, Community Engagement, Arts & Culture, Entertainment/Performing Arts, Accommodations & Meetings and Agritourism. MFDMO has been asked to participate and eager to represent our constituency, especially given the uptick in inquiries from film productions seeking to shoot in the state.
