Val Kupeev is the CEO of the Russian of Office of Film Commissions (ROFC) – the organization set to promote Russia as a filming location and develop regional film commissions in Russia. ROFC became the first member of the Association of Film Commissioners International (AFCI) from Russia in 2016.
Val is one of the key persons behind the new Russian federal incentives program for foreign filmmakers set to be launched in the end of 2019. He is also the organizer of the 43rd AFCI Cineposium forum 2019 in Saint Petersburg.
As a part of his work for Moscow Film Commission Val and the team of the film commission introduced a whole new film permitting system to a 12,5 mln city and within 9 month assisted to over 150 projects.
Previously, Val Kupeev spent several years with one of the major studios in Russia growing from junior post-production coordinator to the deputy director position and participating in over 40 projects.

In my opinion, my ambition for making things bigger and better can very much help the organization. I also believe that AFCI needs strong marketing tools and I can help with that.

I enjoy the fact that together with AFCI we already created helpful instruments for the film commissions (e.g. consierge service fam trips) and AFCI Cineposium in Saint Petersburg went well. Now that the fellow film commissioners can see the results of my work I want to dedicate myself to further development of the organization. My team managed to make AFCI a very well-respected organization in Russia – I am sure we can do the same worldwide and will transform AFCI into a truly thriving modern useful organization. More and more film commissions worldwide are asking about AFCI and it inspires to work harder and promote the organization.
