Founded in 1975, AFCI began as a small North American network of film commissions dedicated to promoting on-location filming. Early events were modest—just 60 film commissions showcasing materials on tabletops—but they set the stage for a movement that would transform how and where films are made. AFCI quickly recognized the economic and cultural potential of attracting film productions to diverse locales, planting the seeds for a global network.
The Global Expansion of the 1990s
The 1990s marked a turning point as AFCI expanded its reach and embraced technological advancements. The annual Locations Expo evolved from simple booths to elaborate showcases featuring cutting-edge tools like CD-ROMs for digital location scouting.
By 1993, AFCI supported the establishment of film commissions in emerging regions such as Chile, Russia, and the British Virgin Islands. Challenges like budget constraints and competition spurred innovation, with regions introducing production incentives and streamlined permitting processes.
A milestone was achieved in 1994, with the record-breaking participation of 168 commissions at the Expo. Panels on topics such as working with military bases and high-tech tools demonstrated AFCI’s foresight in addressing filmmakers’ evolving needs. By 1995, the Expo had grown into a standalone event, attracting an increasingly international audience.
The Digital Revolution and Professional Growth
Entering the 2000s, AFCI took significant steps to professionalize the role of film commissioners. Initiatives like AFCI University trained and certified film commissioners globally, equipping them to navigate the dynamic demands of the industry.
The launch of tools such as the Dynamic Incentive Tool (AFCI-DIT) streamlined access to global production incentives, further cementing AFCI’s reputation as a vital resource for filmmakers. Partnerships with organizations like the Producers Guild of America underscored AFCI’s commitment to interdisciplinary collaboration.
Adapting and Thriving: Crisis Management and Innovation
In 2020, during the COVID-19 pandemic, AFCI launched the Global Production Alert, a centralized resource providing real-time updates on restrictions and guidelines. This initiative highlighted AFCI’s resilience and its role as a trusted partner in challenging times.
The introduction of AFCI Week in 2018 exemplified the organization’s adaptability. This multi-day conference event offered greater educational opportunities and stronger connections between producers, location managers, and studio executives. AFCI Week became a cornerstone of AFCI’s efforts to support all levels of the production community.

AFCI’s commitment to inclusivity reached a milestone in 2022 with the election of its first female-majority board.
